Data for Section C Participation in 2002 Meeting
Overall, 5 Program Symposia, 21 Section Symposia, 10 Formal Conferences, and 34 Informal Conferences, for a total of 70 sessions. Four of five Program Symposia listed below were organized or co-organized by Section C members:

Ten of 34 Informal Conferences were organized or co-organized by Section C members.
Program enhancement funds (PEFs) were again very limited this year. Section C was allocated about $3,000 of the $19,000 available. Most of the funds went towards program symposia. All four Section C symposia organizers were given PEFs.
Starting in 2003, the designation of formal and informal conferences will disappear and these will all become "symposia.

It should be added that with the new computerized meeting input system that gathering these statistics no longer means manually counting out papers from the printed program.
Report from Governing Board Representative Lerry Lacey
The Winter Governing Board met November 16 and 17 before the start of the ESA Annual Meeting in Ft. Lauderdale. The agenda included an overview of administrative issues and state of the Society presented by Paula Lettice, ESA Executive Director, followed by approval of the Governing Board's Cyber Minutes (how we conduct business during the majority of the year). Ms. Lettice indicated how well our first on-line election went. Only a very small fraction of members required paper ballots. Membership and marketing briefs agenda briefs were then presented by ESA staff and covered a number of issues including new membership options and the on-line membership directory. The on-line membership directory will be accessible by members and include a variety of search options and will be updated on a monthly basis. Communication agenda briefs were presented by Alan Kahan. The most significant items concerned the new editorial structure and implementation of the rapid review system for journal articles which should be ready by December 2, 2002. The new system will enable tracking of manuscripts and cut processing time considerably. I attended a impressive demonstration of the system at the Environmental Entomology editorial board meeting.
Reports were given by governing board liaisons for the various standing committees (membership, awards, international affairs, etc.), the Certification Board, Publications Council, Presidential Committee on Future ESA handbooks and a special committee on Entomological Heritage. Section C has representatives on most of these committees. Membership decline was one of the most serious concerns of the Governing Board. Although student membership is increasing, retention of those members after graduation is not a given. The certification board will create a new associate certified entomologist program. Ultimately this will be a revenue generating program. Information on ESA award procedures and policies including the cost of awards and erosion of sponsors were presented by Lisa Spurlock.
Budgetary issues were covered during most of November 16 Governing Board meeting beginning with a presentation by Linda Mason, Secretary-Treasurer on the recommendations of the finance committee for cutting costs and generating revenue. A conservative approach will be taken to estimate revenue from the annual meeting, dues, etc. A page by page review of the 2003 annual budget included information on the annual meeting budget, membership and marketing budget, communications budget, and general management. Final approval of the budget will take place during the Governing Board meeting on November 20.
Because the 2003 meeting takes place in October, this causes a compression of schedules in a variety of other activities during the year including earlier deadlines for symposia submission (program symposia, for example are due December 13, 2002), exhibitor registration, Annual Meeting early registration, and earlier dates for ESA elections, and review of the 2004 budget.
Detailed minutes of the Winter Governing Board meeting will be posted on the ESA website when they are approved.

New Business
Sanford Porter solicited volunteers for judges and moderators for the 2003 student competition. Additional volunteer sheets were circulated for those that had not signed up at subsection business meetings. Note that graduate students may be moderators for this competition but not judges.
Charge to Nominating Committee (Chair, Del Delfosse and SubSection Chairs): Solicit nominations for the following offices by the final business meeting on Wednesday. There was considerable confusion about the need for other nominations for Editorial Boards and Standing Committees, which were on the agenda for this meeting. Nominations for the latter to go into effect in 2003 had been made to Marlin Rice, ESA Nominations Chair, during the summer of 2002 and were approved by the Governing Board at their winter meeting. [Note: unfortunately, openings for various Editorial Boards were not covered here and should have been solicited and filled in Ft. Lauderdale.]

Items from the Floor
Del Delfosse noted that there were only two papers submitted to Environmental Entomology over the last year in the new category of biological control of weeds. Please encourage your colleagues to publish in ESA journals on biological control topics.
Bob Nowierski reminded members that the National IPM symposium will be held in Indianapolis 8-10 April 2003.
