Chair Guy Hallman called the meeting to order at 5:00 p.m.

Awards (Stormy Sparks)
All nominations are limited to 20 pages. A couple nomination packets require reprints and/or multiple letters of reference. Because this requirement uses a lot of pages, it can greatly limit the main portion of the nomination. This is primarily a problem on just two awards and will probably end up being adjusted for these awards.
The electronic submission can be a problem in several ways (although the benefits outweigh the problems). Standardization of format, program used, required signatures, on and on. When you start sending them you run screens in different systems. Some systems will not allow large e-mails in. Much of this is being addressed by putting the nomination packages on a secure area of the ESA web site.
Public Information (Robyn Rose)
The committee recommended that the ESA web site should link to grant programs and other appropriate sites.
Hallman called for volunteers to serve on standing committees.
Editorial Board Reports
Proceedings/Thomas Say (Phil Sloderbeck)
Symposium proceedings will no longer be published. Thomas Say publications available online only, but species descriptions are no longer considered to be official descriptions. The future of Thomas Say publication is uncertain. Journal editors want guidance on when and why manuscripts can be withdrawn (as opposed to being rejected).
Annals (Ray Cloyd)
There were 454 submissions in 2002. A CD version will be available soon. Product advertising is also being considered.
ESA Handbooks (Phil Nixon)
Four ESA handbooks are in preparation. Pesticides is nearly complete; others include pets, forage, and wheat. The handbooks must be completed by June if they are to be printed. No new handbooks are planned.
Journal of Medical Entomology
Phil Nixon said that after a long search, a new editor-in-chief was selected. In 2002, 171 manuscripts were submitted; about 40 percent were rejected. Online submission and review will begin in December 2002. In a new addition, forum articles will be included to discuss key issues. Phil's term has ended, and a new Section E representative should be selected.
Journal of Economic Entomology
JEE is cited more than any other entomological journal. More than 400 manuscripts were submitted in 2002; about 50 percent were accepted.

Governing Board Report (Marlin Rice)
Attendance at the 2002 meeting (more 2,200 member attending) is down from previous years. The form for judging Section E posters needs revision. The 2003 Section E chair will suggest revisions. Marlin Rice, the Section E representative on the Governing Board, was selected to also serve on the Executive Committee.

Presidential Candidate Support

Section Fellows Committee
No fellows nominated from Section E. The current committee consists of Susan Whitney, Chair; Vicki Yokoyama; and Dennis Kopp. The committee is charged to identify members who can apply to be ESA fellows and to help those candidates apply. There was a motion to continue this committee with the following structure. The current chair would step down annually, and the Section membership would select a new member. One of the two existing committee members would become the next chair. Both Subsections would be represented on the committee. The motion passed.
Subsection Reports
Subsection E(a)
Secretary-elect is Greg Cronholm. Suggestions for symposia: (1) Ethical issues regarding federal employees as ESA officers and serving in other ESA functions, and (2) asking federal rulemakers to make appropriate presentations.
Subsection E(b)
Secretary-elect is John Armstrong. Consider an ESA position statement regarding invasive species and the role of E(b).
New Business
Section E considered a permanent nominations committee comprising the vice-chairs of E(a), E(b), and E. The Section E vice-chair would serve as the chair. A motion and second were made to approve this committee and structure; the motion passed.
Tom Royer, Susan Whitney, and Paul Guillebeau agreed to update the Section Standard Operating Procedures.
Nominations for Section E Secretary-Elect: Arnold Hara and Mike Firko.
Guy Hallman passed the gavel to the new chair, Tom Royer.
Royer called for ideas for Section E symposia. Members offered the following suggestions: New diagnostic centers, reducing pest risks through offshore activities, and extension impact on various clientele groups
