Minutes from the Section E Business Meetings

2005 Final Business Meeting, Fort Lauderdale, Florida

Section E Chair, Phil Sloderbeck, Kansas State University, passed out agendas and called the meeting to order on December 18, 2005 at 3:30pm.  Meeting operating procedures were covered.  Sign-up sheet for attendance was distributed.

The meeting began with announcements for the 2006 ESA Annual Meeting, December 10-14, in Indianapolis, IN.  Section E symposia topics are needed.

Remaining Committee Reports

Finance Committee (Marlin Rice, Iowa State Univ.)
Rice announced the finance committee is doing well. There are no worries at this time. ESA has approximately $4 million in assets currently; some from the sale of the building, other savings from downsizing staff.

Membership Committee (Tom Royer, Oklahoma State Univ.)
Royer reminded everyone to renew their membership in a timely manner or cut-off of member benefits if dues are not paid by February 15.  The $20 late fee may not be enough to encourage timely membership renewals.  Late fees for students may be eliminated.  There are also discussions of CV posting for student employment and possibly the development circle.

Program Committee (Arnold Hara, Univ. of Hawaii)
Hara announced that the deadline for the symposia submissions is in Feb. 2006; he would send more information via e-mail. Section E has 5 total slots due March 6. He will also be asking for moderators and judges for next year’s meeting.

Publications Reports

Publications Council(Phil Nixon, Univ. of Illinois, for Guy Hallman)

The new chair of the publications council for 2006 is Larry Chalet (section C).

Annals of the ESA filled several open editorial positions.  Annals have had an unusually large number of ant articles submitted to it recently.  Acceptance rate is 62%; this is similar to that of the past. 

Arthropod Management Tests reports that submission numbers are down, 347 reports were published in 2005.

The last 4 Insect Pest Handbooks have been completed, 3 are being handled by the American Phytopathological Society (APS).  Ectoparasites will be published by CRC Press in around mid-2006.

The council deferred acting on the Best Article of the Year.

The council is looking to stay on top of changes in journal quality.

Any of the other journals could implement the Rapid Communications policy currently used by the Journal of Medical Entomology. However, there are specific requirements for length, timing, etc. It usually results in increased page charges and decreased journal article length.

Contracts for publishing are up for renewal in 2006.  Cadmus has the current contract; an unsolicited bid has been received from Blackwell.  Blackwell’s proposal includes no page charges, increased charges to institutions (libraries).  ESA would require open-access reprints, discounted journals for ESA members, online access for members.  The submissions and revision process would not change.

Cadmus is switching to digital reprints.  Next year reprints would still be available, after that they would all be digital.

Looking to increase funds to cover costs.  Annals of the ESA uses all of their funds each year, other journals don’t use all their funds.  It has been suggested and recommended to the Governing Board to adjust the fund budget percentages and shift funds to cover costs for the Annals of the ESA.

Section A will submit a proposal on peer reviewing websites.

Book and Media Review Editorial Board (Phil Nixon, Univ. of Illinois)

Nixon announced there were 37 reviews published, most in the American Entomologist. The editorial board would like to see more reviews on websites, etc.

Section E Committee Reports

Nominations Committee (Arnold Hara, Univ. of Hawaii)
Hara announced the candidate for secretary elect is Lisa Neven (USDA-ARS) for 2006.

Monte Johnson (USDA/CSREES) suggested Wendy Wintersteen (Iowa State Univ.) be nominated for the Thomas Say Publications representative.

Victoria Yokoyama (USDA-ARS) moved to approve the list from the nominations committee and circulate a call for additional secretary elect and Thomas Say representative nominations via e-mail.  Rick Weinzierl (Univ. of Illinois) seconded the motion.  Motion passed unanimously.

Nomination list for editorial boards includes:

  • American Entomologist: Tom Royer

  • Arthropod Management Tests: Walt Bentley

  • Environmental Entomology: Ray Cloyd

  • Thomas Say: None yet

Motion was made by Susan King (Univ. of Delaware) to accept the list from the nominations committee; Phil Mulder (Oklahoma State Univ) seconded the motion.  Motion passed unanimously.

Old Business

The proposal to dissolve the Section E subsections was presented to the Governing Board.  The Governing Board approved the proposal to dissolve the Section E subsections earlier in the day.

New Business

Governing Board Businss (Phil Mulder, Oklahoma State Univ.)
The Governing Board approved 3 people for the Committee of the Common Names of Insects. The ICE meeting proposal was heard, they propose to hold the 2012 meeting in the summer and suggested possible sites as San Diego or Hawaii.

The budget allocation for each journal could possibly go to moving money across journals to spend those monies appropriately. Budget items on hold.

Mulder put forth a motion to nominate Marlin Rice for Vice President–Elect for ESA. George Hamilton (Rutgers Univ.) seconded the nomination. The vote was unanimous.  Rice (Iowa State Univ.) thanked Section E.

Mulder then presented a service pin and plaque to Phil Sloderbeck (Kansas State Univ.) for service to Section E. Sloderbeck thanked Section E for the recognition.

Deadlines:

  • February 1: Program symposia submissions due

  • February 10: Preliminary review due

  • February 20: Final due

  • March 6: Section E Symposia due

There may be a slight increase in PEF funds for symposia.

Sloderbeck asked Arnold Hara to cover the proposed symposia topics for Section E:

  • Extension: fire ant project

  • Invasive species (Monte Johnson)

  • Regulatory work with molecular technology (Lisa Neven)

  • Phil Gillabeau may also have a symposia

International Affairs (Ken Sorensen, NCSU)
Garcia Brown is interested in doing a technology session with 2-way communication similar to this year’s with England and Denmark.  Tom Royer added that this could be a way to include international speakers who cannot travel to the meetings.

There were discussions to continue having international posters sessions kept informal over in the lunch area.  The first one was held this year in the concessions area.  Also continue to expand this project.  Rick Weinzierl suggested the International Affairs poster session be planned well enough in advance to include all session areas, not just a Section E session.

Royer suggested having the ‘late and breaking’ symposia to address very timely or new topics.  The Larry Larson Dow Symposia could be one that could incorporate ‘late breaking’ symposia and work into other groups as well  Other suggestions included having carpet in the poster sessions.

Adjournment

Phil Sloderbeck turned the meeting over to Arnold Hara for closing remarks. Hara requested support for symposia, volunteers, etc. as needed.
