Minutes from the Section E Business Meetings

2004 Preliminary Business Meeting, Salt Lake City, Utah

Chair Paul Guillebeau called meeting to order on Monday, November 15 at 5:40 p.m.

Attendance and volunteer sign up sheets were circulated with a request for editorial board representatives for JEE, JME, Book and Media Review. Volunteers to serve as secretary-elect and 3 poster judges to judge 15 posters (current meeting) were solicited by the chair.

Announcements

Chair Guillebeau announced that attendees to this business meeting should state their name before making statements or reports to assist the secretary in recording the minutes.  The Chair also requested for attendees to alert the group of any discrepancies in protocol or procedures to avoid any inappropriate actions or motions.

2005 national ESA meeting will be held in Fort Lauderdale, November 6-9, 2005, “Sex, Bugs and Rock ’n Roll.”

Call for suggestions for 5 Section E symposia and 5 Section symposium topics by final business meeting on Wednesday, November 17 at 3:00 p.m.

Chair Guillebeau reminded members that they must be in good standing (current in membership dues) to be a candidate for an office or to serve as an officer in the Society.

Copies of the 2003 Section E business meeting minutes were circulated and Chair Guillebeau called for any corrections or additions to the minutes. Chair Guillebeau stated a correction to the last page of the minutes that should read “Chair Tom Royer” instead of “Chair Guy Hallman.” A motion was made by George Hamilton to approve minutes as corrected, second by Raymond Cloyd. The motion was unanimously passed.

Founders’ Memorial Award (Victoria Yokoyama, 2004)
Dr. Yokoyama announced that there were two nominees for 2004. The 2004 awardee was William J. Mattson, North Central Research Station, USDA, Forest Service, Rhineladnder, WI and the honoree was Samuel A. Graham. For 2005, Mike Ivie, President-elect, 3 submissions including one carryover. Selected as the 2005 awardee is Dr. Terry L. Erwin, Smithsonian Institution and the honoree is Dr. Ray Crowson.

International Affairs (Ken Sorensen, Chair, and Gary Bernon, Vice Chair)
Ken announced that publicity is needed for the international programs and meetings. Discussion of a joint poster symposium to promote international members under the New Business section below.

Greeted and met with 8 students at this meeting. Refreshments were provided.

Program Committee (Paul Guillebeau and Phil Sloderbeck)
Speakers were required to submit presentations on CD or memory stick to load onto computers. Presentations ran smoothly with no major problems. This meeting consisted of 1700 papers and posters. Access to presentations made at the 2004 meeting will be available (with authors’ permission) on the internet after the meeting concludes. Each recorded presentation will show images of the slides with the presenter’s voice. Presenters were asked to give permission to be recorded when they submitted their presentations. Some members eluded to ethical concerns, but others stated that the presentations were not downloadable. This new service is provided by a private contractor “Conference Exchange” and will be available to meeting attendees at a weblink with a specific password.

Seven short symposia limited to 2-5 papers plus panel discussion will be held on Wednesday afternoon, November 17. An ESA member is limited to one invited symposium and one submitted presentation. A comment regarding a more user-friendly program was mentioned; any comments pros or cons regarding the program may be submitted via the questionnaire available at the registration desk. The final business meeting will conclude on Wednesday, November 17, at 6:30 p.m.

American Entomologist (Rick Brandenburg)
None

 Arthropod Management Tests (Raymond Cloyd)
Committee met with Editor David Kerns on Monday, November 15. Ray reported that 339 reports were submitted and published online. Volunteers are need to assist in editing from Section E (2 persons) and Section F (1 person). Plan to have more feedback to authors and standardize rates and formulations. AMT is free to ESA members and $40 to non-members currently with <25 subscribers. Plans are to convert to PDF files and market CD’s with multiple year reports. Submissions will be converted to online (e-mail) to publish AMT earlier in the year (Feb). Page cost is high but is needed to cover cost of publication.

Environmental Entomology (Rick Weinzierl)
Alan Cameron, editor-in-chief for EE reported that there were 22 subject editors which is needed to keep the number of manuscripts to 20 papers per editor per year. About 2/3 or 68% of submitted manuscripts were accepted and published. Submissions were slightly down, but ran smoothly.

Journal of Economic Entomology (Allen Knutson)
JEE is ranked number one among entomology journals in terms of total cites as recorded by Science Citations Index.There were 450 manuscripts submitted in 2004, up from ca 300 in 2003. The duration of the review process varies widely, but on average is about 4 weeks. The acceptance rate is 60% and review time was about 4 weeks. Regarding activity of the JEE Editorial Board, only one appeal was submitted last year and the board ruled in favor of the author and recommended publication. The Society is discussing the possibility of digitizing all back issues of JEE and other ESA journals and making them available online or as a DVD collection.

Journal of Medical Entomology (Kelly Loftin)
Kelly reported that in 2004, 165 manuscripts were published. Also during 2004 192 articles were submitted of which 58% were accepted. The average time period from receipt of submission to first notification was 11 weeks. A decline in individual subscriptions was noted (4% drop). However, institutional subscription rates remained steady. Governing board is considering increasing page charges from $48 to $52 for members and  from $75 to $81 for non-members (was passed by the governing board by the time of the last business meeting). Authors will be required to sign a statement acknowledging IACUC protocol and/or JME policy statement regarding ethical treatment and use of animals in studies (The reason for the and/or in the statement above is that some foreign authors may not be at an institution that requires an IACUC committee). The editor-in-chief will draft this JME policy statement and send to the editorial board for review. Authors will also place a footnote stating that they conformed to thier institution's ethical animal use protocols (IACUC). Joe Piesman is currently serving as acting editor-in-chief until the end of 2004. John Edman will resume duties as editor-in-chief in January 2005 (Edman recently retired and moved to the East Coast, and during that time, he was not able to serve as editor-in-chief).

Board Certification (Phil Sloderbeck)
Membership in BCE was stable for the year. A new certification program, Associate Certified Entomologist (ACE) for structural pest control operators was initiated. To date, the BCE have received 48 applicants and 16 have taken the exam and 11 have passed.

New Business

International Affairs (Ken Sorenson and Ken Bernon)
Ken requested a poster session in Section E to increase international exposure because of a large potential membership outside North America. Invasive species is an important international topic. Ken proposed a Section E poster display session at noon to 1 p.m. with box lunch and a roundtable discussion to promote international activities.

Merging Subsections Ea and Eb
Dan Hamon and Dr. Yokoyama reported that at the Subsection Eb meeting held at 5:00 p.m., November 15, members voted to merge Eb with Ea (317 members) as membership in Eb consists of only 42 members of which only a very few attend yearly Eb meetings. This action probably does not require Governing Board action; however the impact of this merger maybe greater than first thought. There was concern of the status of Subsection officers and that other Sections are eager to [???] from more Subsections. The Governing Board representative will review the ESA Bylaws and report back at the final business meeting on November 17, before any decision on the merger of Ea and Eb.

2005 Meeting Theme “Sex, Bugs and Rock’n Roll”
Some concerns regarding the appropriateness of next year’s meeting theme was discussed. A vote was taken as to whether a discussion should take place regarding the appropriateness of the theme and submit our input to the GB. Members were asked the question, Should we discuss the appropriateness of the theme and report to the GB? The following were the results: 9 in favor of a discussion, 12 opposed to a discussion, and 9 abstain. Therefore, there was no futher discussion and it was announced that this subject matter will be discussed in the ESA final business meeting on Wednesday, November 17.

Presentation by Governing Board Representative Marlin Rice
Presentation on strategic planning was postponed to the final Section E business meeting. Members were encouraged to attend an open meeting on strategic planning tomorrow, November 16, noon-1:30 p.m., Room 255. The major issue is how should our society function in the future.

Chair Guillebeau reiterated need for symposia topics to be presented at the final business meeting on November 17, 3:00-4:30 p.m.
