2005 Preliminary Business Meeting, Fort Lauderdale, Florida
Section E Chair Phil Sloderbeck, Kansas State University, passed out agendas and called the meeting to order on December 16, 2005 at 6:05 p.m. Meeting operating procedures were covered. Sign-up sheet for attendance was distributed.
Announcements
The final Section E business meeting will be December 18, 3:30 p.m., Room 221.
Please attend the ESA closing session which will be Sunday, December 18 at 5:00 p.m. in the Floridian Ballroom
The 2006 meeting will be December 10-14, in Indianapolis, IN. Symposia topics are needed.
Arnold Hara (University of Hawaii) is Vice-Chair for Section E; Sharon Dobesh (Kansas State Univ.) is Secretary; and Doug Johnson (Univ. of Kentucky) is the Secretary elect.
If any symposia sponsors are receiving funding for their symposia, forms need to be into arrangements committee to get reimbursed.
There will be a boat parade at 6:30pm on Saturday, Dec. 17, 2005. If you plan to attend any sessions Saturday night, members need to be at the convention center at 5:30pm.
A symposia needs a moderator volunteer since Chuck Burks was unable to attend the meeting. Eric Natwick needs help at 1:30-3:00pm on Sunday.
Old Business
Call for Approval/Revision of 2004 Meeting Minutes: 2004 Section E minutes from Salt Lake City, UT were e-mailed out. Lisa Neven (USDA-ARS) proposed the following change: Serving Secretary for section Eb was Chuck Burks (USDA-ARS), Lisa Neven (USDA-ARS) was secretary elect. Monte Johnson (USDA-CSREES) made a motion to accept the minutes with the changes, Bart Dress, BCE (Texas A&M) seconded the motion.
Call for Additions to the Agenda
No additions to the agenda were presented.
Subsection Reports
Subsection Ea: Monte Johnson (USDA-CSREES) reported that Ea intends to support Eb to dissolve the Subsection and Ea has the support to do the same.
Subsection Eb: Lisa Neven (USDA-ARS) announced that a formal proposal to dissolve Subsection Eb still needs to be submitted to the Governing Board.

(This was presented by someone at the meeting, but they did not identify their name/affiliation on the taped version of the minutes.) Are discussing a system to review materials on the web. Status of the youth membership is also being discussed to release them nicely to another organization, nothing has been officially decided.
Fellows (Rick Brandenburg)
Brandenburg announced that we need to nominate people for this award.
Founders’ Memorial Award (Bart Drees)
Drees, committee chair, announced that the committee’s charge is to select nominees for the award. The committee completed its charge in July 2005. The 2006 award winner is Dr. H. Frederik Nijhout. Dr. Nijhout’s lecture will honor Dr. Vincent B. Wigglesworth.

International Affairs (Ken Sorensen)
Ken Sorensen (NCSU) announced that there are 15 members. He recommends putting a header by registration for International Affairs. This year Section E and the International Affairs will sponsor a joint poster symposium from 11:30 am – 1:30pm Saturday, December 17. The will be 6 posters featured near the lunch tables on Saturday, 3 other posters were not able to make it with the rescheduled meeting dates. The ICE session is at the same time in 207 at noon.

Program Committee (Phil Sloderbeck)
Phil Sloderbeck (Kansas State University) announced that Section E had successfully filled all five symposia slots allotted to them. There were 46 papers initially. There was not a final on the number of presentations lost due to the rescheduling of the meeting. However, one symposium (on invasive species) was lost. There were a total of 32 posters and 8 paper submissions in the competition sections. Phil thanked everyone for their support on getting the work done from e-mail requests for help such as poster judges and so on. He would also like to see people commit when a paper or poster is submitted. If there is a reason to withdraw, please submit those a few days in advance. And please read directions and proof entries when typing them into the system, this helps a lot.

Has an acceptance rate of 22%. Subscriptions are high. Will need an editor for Section E. Bronze medal award-winning publication.

The editorial board meets on Saturday.
Environmental Entomology (Rick Weinzierl)
Will have a report at the final business meeting on Sunday.
Insect Pest Management Handbooks (Ken Sorenson)
On hold. No new handbooks are coming out and no new handbooks are planned.
Journal of Economic Entomology (Victoria Yokoyama)
Richard Mankin, 2005 Editorial Board Chair was replaced by Tim Lysyk for 2006. Lisa Neven is the subject editor. Manuscript appeals, the board rejected it again. Victoria thanked Phil Nixon and Ray Cloyd, she’s very happy with the position. Authors can withdraw a manuscript prior to it being rejected. Claim if the ‘disclosure statement’ was dropped, Victoria voted against it. JEE has an acceptance rate of 61%, it takes approximately 24 weeks for acceptance, 42 weeks to publication. This is an unacceptable time to publish. There are 1464 subscriptions to JEE. The publishing contract with Cadmus ends in 2006. Blackwell has asked for the new contract, however, there will be no access to reprints. Victoria is not in favor of changing companies at this time. Phil Mulder (OK St. Univ.) added that Blackwell offered plans that would be monetarily beneficial to ESA such as eliminating page charges. However, Phil also mentioned that Blackwell has no open access to publications. No formal vote was made by the board at this time. Lisa Neven (USDA-ARS-Wapato, WA) added that the costs also increase to the author’s 3 to 4-times. There was some continuing discussion on Blackwell.
Journal of Medical Entomology (Kelly Loftin)
The editor of JME retires at the end of January, there are currently 20 Subject Editors. Best Paper of the Year was awarded. The number of submitted manuscripts is up from the past couple years with 30 more manuscripts submitted than in all of 2004. There are still 91 manuscripts still pending for 2005. There is a good mix of public health and veterinary entomology topics being submitted. They would like to publish more timely review articles. One was published in 2005 and another is planned.
Publication Council (Phil Nixon)
Nixon announced that the council will meet on Saturday.

Governing Board Representative (Phil Mulder)
Mulder (Oklahoma State University) used a PowerPoint presentation to present data on the current ESA membership and financial standing of the ESA. The turf handbook is looking at having a second reprint run. Under “youth memberships” ESA has only 4 members, has become an education group, it was discussed that possibly these members could move to the Young Entomologists Society. $6,000 to the BCE was approved by the board. A proposal for the ESA board to take on publishing of the Journal of Apiculture Research and Bee World was rejected. An investment strategy was tabled. There was a session on the restructuring of the ESA, Mike Gray (Univ. of Illinois) suggested everyone try to attend the next session on the restructuring on Saturday morning, Dec. 17, at 10:30am in CC301. Mike also passed out copies of the proposal and copies of the survey form. Mike encouraged attendance at the meetings on the restructuring as well as filling out the survey form.
Section E Nominations Committee (Arnold Hara)
Hara (Univ. of Hawaii) reported that Lisa Nevens (USDA-ARS) has agreed to run for Secretary Elect. The committee would like to find another candidate if possible.

Old Business
Status of Subsections: A proposal needs to be forwarded to the Governing Board. Phil Sloderbeck, Monte Johnson, and Arnold Hara will draft the proposal. Dan Hamon (USDA-ARS-PPQ) made a motion to combine both subsections, Lisa Nevens (USDA-ARS), seconded the motion. Kevin Steffey amended the motion to have it just dissolve the two subsections instead of ‘combining the two subsections’. The motion passed unanimously.
New Business
Symposia Titles for 2006 meeting: G. Hamilton and Monte Johnson plan to resubmit their symposia on Exotic Invasive Species. Other possible topics include Extension Fire Ant Grant (Bart Drees), Regulatory Uses for Molecular Diagnostics (Lisa Neven), and Phil Guillebeau has indicated he may put a symposium together if needed. Program symposia need to be submitted by February 1. Section symposia are due March 6.
Phil Mulder wanted to publicly thank and congratulate Mike Gray as the new Vice Chair-Elect for ESA.
Phil Sloderbeck noted that Phil Mulder was appointed to fill Mike’s position on the Governing Board.
A motion to Adjourn was made and seconded. Meeting adjourned at 7:00pm
