Why RCR Training?
Section 7009 of the 2007 America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science (COMPETES) Act(42 U.S.C. 1862o-1) requires that ``each institution that applies for financial assistance from the [National Science] Foundation [NSF] for science and engineering research or education describe in its grant proposal a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduate students, graduate students, and postdoctoral researchers participating in the proposed research project (http://www.gpo.gov/fdsys/pkg/FR-2009-08-20/html/E9-19930.htm).” Further, RCR “… is critical for excellence, as well as public trust, in science and engineering. Consequently, education in RCR is considered essential in the preparation of future scientists and engineers.”
Who, Me?
RCR training is required by NSF (http://www.nsf.gov/bfa/dias/policy/rcr.jsp) for all post-doctoral researchers, graduate students, technicians, and undergraduate students who conduct research supported on an NSF grant that was submitted on or after 4 January 2010. Appropriate and on-going oversight by the Principal Investigator is also essential.
ESA Policy
Ethical and responsible conduct of research is an important element of preparation for a professional career in science. Therefore, ESA recommends that RCR training is taken by all students, even if not currently supported by a grant.

A certificate of completion will be issued to each student who finishes the training. This certificate is transportable if the student moves to another position requiring RCR training.
IMPORTANT: NSF ACCEPTS ESA RCR TRAINING, BUT STUDENTS ARE ADVISED TO CHECK WITH THEIR UNIVERSITIES TO ENSURE THAT ESA RCR TRAINING WILL BE ACCEPTED AS MEETING THE RCR REQUIREMENTS OF THAT UNIVERSITY.
