The purpose of the Council is to provide continuity and direction for the International Congresses of Entomology, and to serve as the Entomology Section of the International Union of Biological Sciences (IUBS). It may also encourage the holding of smaller inter-Congress meetings.

ESA provides funds for program enhancement as an incentive to attract speakers for the Annual Meeting, thereby improving meeting content and attendance. Program Enhancement Funds (PEF) are used to enhance the educational content of the Annual Meeting program and have certain restrictions on their use, as detailed below.
By awarding these Certificates of Distinction, the Council wished to emphasize the central and continuing importance of entomology in both basic and applied studies, ranging from populations and organisms down to cellular and molecular levels.
