2003 Preliminary Business Meeting, Cincinnati, Ohio 

Call to Order

The meeting was called to order by the Chair, Sue L. Blodgett (Montana State University) at 5 p.m. on October 27, 2003 in Room 240 of the Cincinnati Convention Center, Cincinnati, OH. Forty-seven Section F, Fa & Fb members were present. Vice-Chair Bradford M. Kard (Oklahoma State University), Secretary James A. Reinert (Texas A&M University), Secretary-Elect Jeffery Hahn (University of Minnesota) and Governing Board Rep Shripat T. Kamble (University of Nebraska) were all present.

Reading and Approval of 2002 Business Meeting Minutes

The minutes of the preliminary business meeting (November 18, 2002) and final business meeting (November 20, 2002) from our last annual meeting in Fort Lauderdale, FL, were e-mailed to Section F member by then Secretary Bradford Kard ca. one week before this meeting. 

Motion made to approve minutes as submitted - Jerry Grace.

Unanimous approval by voice vote of all present.

Chair Blodgett asked all present to stand for a moment of silent in remembrance of Larry Larsen, past-president of ESA, who passed away in September 2003. As a tribute to Larry, the graduate student award presented by the Entomological Foundation will be renamed the Larry Larson Graduate Student Award.

American Entomologist Editorial Board (Gary Brewer)

Editorial Board members present: John Heraty (A), Jerome Hogsette (D), Rick Brandenburg (E), and Gary Brewer (F). Reports from contributing editors follow:

Postmarked: Extension, U.S.A.(Michael Gray) - Submissions are up but there are some quality issues. As the column does not appear in every issue, Mike asked if it should be continued. After discussion, the Board strongly endorsed the continuance of Postmarked: Extension, U.S.A. The following motion of support was made and passed, “The Editorial Board of American Entomologist continues to feel that the Postmarked: Extension, U.S.A. column is a valuable and useful contribution to the magazine and recommends its continued publication as a column. To help sustain the column, the Editorial Board encourages Section E members to submit articles.”

Heritage (Carol Sheppard) - A number of papers are in submission and for the near term Heritage is in good condition. 

Research Briefs (Gene Kritsky) - Gene began the year as the contributing editor for this column. When he assumed the interim editorship of American Entomologist, a search for a replacement editor was initiated. Greg Dahlem was recommended and assumed the editorship duties for this column. Greg asked for clarification on some procedural issues. 

Interim Editor (Gene Kritsky) - Gene provided a synopsis of the paper submissions for American Entomologist. The number and quality of submissions are up. The rejection rate is about 35%. Gene also reported that new features such as “What is it?”, “From the past”, and “In the field” are getting positive feedback. He is developing other features such as the tentatively titled “Insect Watch.” Insect Watch will be an alert service of pending or probable arthropod issues and where to get information. All contributing editor positions are filled and he is not aware of any pending resignations.

Headquarters (Alan Kahan) - Two-year old issues are now being made available electronically as Adobe PDF files through the ESA web page.

Old Business - (1) The one-year trial period of accepting advertisements on the back page of American Entomologist has been very successful. The Board recommends that advertisement on the back page of American Entomologist be continued. (2) The editors were excused and the editor position for American Entomologist was discussed. (3) The Board was very positive on the changes initiated by interim editor Gene Kritsky and unanimously recommends to the ESA Governing Board that he be appointed editor of American Entomologist. (4) Jerome Hogsette will chair the Board for 2004.

Journal of Economic Entomology Editorial Board (Gary Hein for Bill Hutchson)
Several points were brought up by managing editor John Trumble.

Encourage review articles with goal of one per month or at least several per year.

Looking for forestry subject editor.

Submission for 2003 will be up from 2002.

Acceptance rate has decreased to about 50-55% (this is similar to Environmental Entomology).

There have been more articles submitted from outside the U.S.

Citations for JEE run very high. It is the number one cited entomological journal with citation half life perhaps 15 years or more.

The time from submission to author notification is about 11 weeks (includes review and revision time).

One appeal currently in process.

There was considerable discussion of the Cadmus Rapid Review program.  Some problems have been seen, but most felt that is was running pretty well.  It has cut review times down and overall made the process easier and more efficient.

Bill Hutchison is completing his term as Section F rep on the Board and will be replaced by Gary Hein.

Environmental Entomology Editorial Board (James Reinert)
EE now has 19 subject editors and is now seeking one additional subject editor. Will probably add 2-3 additional subject editors this year to decrease the work load on each subject editor. 

Editors reviewed 225 manuscripts last year (2002) and have handled 265 manuscripts so far this year ~ expected to exceed 300 manuscripts in 2003.  

Editorial Board has handled 3 appeals this year.

The journal requires 600-700 reviewers during the year and we discussed the difficulty to fulfill that need each year.

EE has a 52% acceptance rate, first notification for manuscripts reviewed (11.3 weeks average), time to review (3.8 weeks). The average time to acceptance for manuscripts was 16.9 weeks with an additional four months required for publication. Overall, the Cadmus Rapid Review System is working well, although subject editors suggested several improvements. 

Governing Board (Shripat Kamble)
Report from Paula Lettice, ESA Executive Director: Staff downsizing from 20+ employees to 7 staff including Lettice. Outsourcing to Drohan Management Group (DMG) for Membership, BCE & Financial Services (2004 contract with no increase).

Outsourcing to Cadmus Professional Service for ESA Journals: Tracking, Rapid Review of manuscripts, copy and production editing, production and distribution. Web site hosting of ESA journals will be moved to Ingenta Co.

ESA Headquarters Building: Sale is in process, $1.1 million. Contract signed with Covenant Church, but Hurricane Isabel slowed the process. Roof repaired due to damage from heavy rains. Boiler motor pump replaced. ESA phone system re-programmed.

Electronic Processing: Includes online balloting, awards submission and processing, journal manuscripts, and ESA membership directory.

Program Enhancement Funds (PEF): Program chair has the authority to appropriate decisions for PEFs.

Linnaean Games: Establish a special committee with a 3-year sunset time limit to formalize procedures for and the planning of the Linnaean games.

ESA Annual Meeting: ESA executive director will explore potential funding sources for international attendees from Agency for International Development, Foreign Service, and National Science Foundation. The executive director will also explore the possibility for one-day attendance and its financial implications (e.g., Secretary of Agriculture or a very prominent speaker).

Emeritus Status (Passed): Dr. Gerrit Cuperus, Oklahoma State Univ.; Dr. Buzz Hoffmann, Univ. of Arizona; Dr. Mark McClure, Conn. Exp. Station; Dr. David Nielsen, OSU-OARDC; Dr. William Ruesink, ILL. Nat. History Survey; Dr. Merrill Sweet Texas A & M; Dr. James Wright, Harper, TX.

Membership Recruitment Campaign: Three “R”s - recruitment, reclamation, and retention.

ESA Handbooks: Four handbooks have been proposed: Handbook of Companion Animal Ectoparasites (Nancy Hinkle), Handbook of Small Grain Insects, Utilization and Management of Insecticides, and Handbook of the Forage and Rangeland Insects. ESA Director of Communications Alan Kahn to look for other publishers.

Archiving the Minutes of Governing Board, Section and Branch Meetings: Prior to 1983, the minutes were published in the Bulletin of ESA, From 1983-1996, they were published in the ESA Newsletter. Since 1997, they are placed on ESA web site for three years and then removed with permanent copies kept at ESA headquarters. ESA executive director to explore viable options.

Awards: Review the awards procedures on ESA web site for accuracy and electronic submission. For ESA's extension, teaching, and regulatory awards, and for the Entomological Foundation's Excellence in IPM award, one nominee per award per year per branch may be submitted, but branches many re-nominate unsuccessful candidates from the previous two years.

ESA Election: In 2002, of the 1510 who voted, 1,502 voted electronically, and 8 (0.5%) used paper ballots. In 2003, of the 1336 who voted, 1334 voted electronically, and 2 used paper ballots. Paper ballots will continue to be allowed.

2004 ESA Budget: It was discussed in-depth and will be passed on Wednesday, October 29, 2003.

2003 Program Committee (Sue Blodgett)
A brief report on the program planning and schedule was presented by Sue. Members were asked to refer to the printed program for details on Section F papers, display posters and symposium.

Announcements

2004 Annual Meeting will be held in Salt Lake City, UT, from Sunday, November 14, 2004 through late afternoon Wednesday, November 18, 2004.

2004 Meeting Volunteers Needed - Forms were distributed for members to sign up to volunteer to be judges for student posters and oral talks and to moderate Section F sessions. Each member was asked to consider volunteering their time at the meeting next year.

Members were also asked to submit proposals for program and Section F symposia for next years program. There are three levels of symposium for the 2004 meeting in Salt Lake City, Utah. Two symposia were submitted at the meeting.

Deadlines for 2004 Meeting

§         December 17, 2003 – Deadline for submission of program symposium to Program Co-Chairs with decision by January 14, 2004. Submission requires list of speakers and their physical and email addresses, phone numbers, topic titles, and anticipated audience. All proposals must have two organizers. Program enhancement fFunds should be requested at this time.  

§         January 1, 2004 – Deadline for submission of Section and all other symposia proposals with decision on March 4, 2004. These are submitted to James Reinert.  Submitted symposia will be voted on by the Section F Program Committee (executive committee (all officers of Sec. F, Fa & Fb). Top 3 will be chosen as Section F symposia and extra submitted symposia will be submitted to ESA Program Chair for consideration as other symposia. All information required as for program symposia submissions.   

June 24, 2004 – Deadline for submitted all papers, posters, and student competition entries.
